So true. Wars and budgets, we never learn.
Let me correct that, politicians and other governing parties never learn.

About 550 years prior to Cicero's administration in Rome, Solon who abolished Draco's dreadful "Draconian laws in Greece, introduced a fair system of 'Income Tax' for the Greek people.
So it is obvious a hundred or more generations later, pollies have never learned from the mistakes of their forefathers.
